6. General principles of Type 2 (T2) facilities
 
  Article 34-T2-Medical Correctional Facility  
34.1 T2-Medical Correctional Facility  
  By this code, such facilities shall exist and be known as Medical Correctional Facilities for the exclusive detainment of all prisoners sentenced to a custodial sentence greater than three (3) years and not exceeding twelve (12) years who are suffering severe mental illness, incapacitation and those sentenced to medical facilities due to certified diagnosis of criminal insanity.  
  No other correctional facilities shall be permitted to be temporarily or permanently used for such purpose other than those solely constructed and managed for this specific purpose.  
  It is the responsibility of the Office of Corrections to closely monitor the impact of the actions of the police and the courts in respect to the demand for T2 Medical Correctional Facility places and to alert Government to budgetary savings or capital requirements depending upon the general trend and demands.  
34.2 General context of a T2-Medical Correctional Facility  
  T2-Medical Correctional Facility is a specialised facility for Individuals whose custodial sentence greater than three (3) years and not exceeding twelve (12) years who are suffering severe mental illness, incapacitation and those sentenced to medical facilities due to certified diagnosis of criminal insanity.  
  Therefore, it is implied that such first time offenders and criminals convicted of short term sentences are expected to reform and cease such criminal activity that led to their arrest, and imprisonment in the first instance.  
  A T1 Disciplinary Correctional Facility is therefore designed to be harsh, austere, militaristic and unyielding.  
34.3 Condition of classification of a prisoner to a T2-Medical Correctional Facility  
  By this Code, it shall be considered an offence to classify a T1 prisoner immediately to a T1 Disciplinary Correctional Facility unless the crimes for which they have been convicted are especially violent crimes, sexual related crimes and that the Classification Report prepared for the Courts and the office of Corrections deems the prisoner ineligible for any other T1 type facility.  
34.4 Codes of a T2-Medical Correctional Facility  
  The following shall be the general codes of a T2 Medical Correctional Facility.

Short cropped hair only. No beards permitted.

Prison issue only. No person clothing, garments, including bed linen or any other kind permitted whatsoever.
Appearance Neat and tidy to regulation. No modification permitted whatsoever.
Speaking and silence Absolute silence when walking to and from facility buildings. Speaking permitted during dinner meal and breakfast/lunch break. Shouting is banned.
Smoking As it is a medical facility, smoking by inmates is banned.
Alcohol
As it is a medical facility, alcohol consumption by inmates is banned.
Phone calls Banned.
