Needs of prisoners |

The following are considered the essential needs of prisoners. |
|
| |
Food and water |
• |
All prisoners beings require adequate food and clean drinking water, free of any contaminants. These should always be considered as rights. |

| |
Shelter |
• |
All prisoners require adequate shelter free from exposure to extremes of external elements including sun, rain, extreme heat, extreme cold, damp and flood. |
• |
Such shelter should be of sufficient quality that inmates are free from exposure to dangerous contaminants and are able to minimise health risks from rodents, insects and other dangerous disease carrying lifeforms. |

All prisoners should have adequate access to basic sanitary and hygene facilities so that they can maintain a minimum level of personal hygene and health. |

Clothing |
• |
All prisoners require adequate and clean clothing such that they are protected from the elements and are are to maintain a minimum level of acceptable hygene.

| 19.2 |
Deprivation of essential needs considered a crime |
|
| |
The deliberate and willing deprivation of the needs of prisoners, or the deliberate failure to address one or more deficiencies in the essential needs of prisoners shall be considered a serious crime for which the senior personnel of a corrections facility and those directly responsible may be held liable. |
