59.1 Communication systems  
  The police force as a whole must have a secure radio network capable of enabling short and long wave radio transmission. This network should be reserved for all official communication and message transmission by police.  
  In addition, all police officers should be equipped with mobile phones to enable the outbound dialing of phone numbers as well as a secondary communication system.  
  Mobile phones should never be permitted to receive constant personal phone calls during a patrol. A police officer who is found to constantly be taking personal calls should have their mobile phone rights temporarily suspended.
