11. Offences against military justice
 
  Article 63-Offences of Obstructing governmental operation  
63.1 Government obstruction  
  Obstruction of operation of government is any attempt by persons to interfere with the administration of the parliament, the executive branch, the judicial branch or law enforcement and/or public officers, including threatening elected officials.
 
 
 Primary Fact(s)
 1. That at a time and place, a government building or operation of government was disrupted;
 2. That the actions of the accused contributed to the disruption;
 3. That the actions of the accused were done with the intent to cause disruption;
 
 
 Penalty Conditions (Level 2-Offence)
Type
Condition(s)
1-3
a) of persons disrupting/preventing entry to a local or state government building, without violence or intimidation;
b) of persons disrupting the proceedings of a local or state parliament without violence or intimidation;
4-6
a) of persons disrupting/preventing entry to a national government building, without violence or intimidation;
b) of persons disrupting the proceedings of a national parliament without violence or intimidation;
 
 
 Penalty Conditions (Level 3-Offence)

1-3
a) of persons disrupting/preventing entry to a local or state government building, with violence or intimidation;
b) of persons disrupting the proceedings of a local or state parliament with violence or intimidation;
4-6
a) of persons disrupting/preventing entry to a national government building, with violence or intimidation;
